Public Notification - RFP’s, Tenders, Contracts, Awards

 By-law #169-2004 – Procurement/Purchasing Policy

  • All Tender Call documents close at 11:00 a.m.
  • Tender responses must be delivered to City Hall Reception, Main Floor, City Hall, One Main Street South by the closing date in order to be considered.
  • Faxed documents directly to City Hall will not be accepted, however they may be faxed to an independent source and delivered from that location to City Hall in accordance with the tender instructions.
  • Tenders will be publicly opened by the City Clerk with the applicable Department representative in attendance just shortly after the 11:00 a.m. closing. Typically tenders are opened in the City Hall Council Chambers, located on the Main Floor (north end door), otherwise notice will be given as to where the opening will be held.
  • Anyone attending is required to sign in prior to the opening.
  • Tender Awards will be posted in due course on the website as deemed appropriate by the individual department.

General Instructions

  1. All bids must be submitted in accordance with the location, date, time and manner specified in the bid document;
  2. All bids must be submitted in a sealed envelope, clearly marked as to its contents and to the attention of the City personnel specified in the bid document;
  3. As bids are received, they are time and date stamped by the Receptionist at City Hall to ensure compliance with the closing date and time;
  4. Faxed/e-mailed bids are not accepted unless submitted by an agent on behalf of the participating company;
  5. Late submissions are not accepted and are returned to the responder(s) unopened;
  6. Submissions that do not include the requested documentation specified in the bid document, i.e. bid bond; performance bond; etc., are automatically rejected;
  7. All persons in attendance at the opening are required to “sign-in;”
  8. At the opening, the name of the company submitting the bid and the total bid price will be read aloud and duly recorded, and whether or not a surety is enclosed (where applicable).  For the opening of a proposal, the price will not be read;
  9. Following the opening, the bids will be turned over to the appropriate Supervisor/Manager who initiated the bid, and they will be evaluated.  Those who submitted a bid will be officially notified at a later date of the final decision.  Unofficial results may be given out upon request;
  10. Errors in mathematical extensions, taxes and/or obvious typographical errors, i.e. decimal points, will be corrected by the appropriate Supervisor/Manager and the unit prices will generally govern.

The lowest or any tender not necessarily accepted, the City reserves the right to accept or reject any bid and/or re-tender.
