Official Plan & Zoning By-law Review 2009/2010

The City of Kenora has initiated its five-year review of the adopted Official Plan and Zoning By-law (2004).  There are several reasons for the need for the review: it is particularly timely with respect to the changes to the Ontario Planning Act, and requirement for a five year review; and with the demolition of the former Abitibi-Consolidated newsprint mill almost complete, there will likely be significant changes to land use in the core of the City.

In order to conduct the review on a timely basis, the City of Kenora has hired FoTenn Consultants Inc., to complete a review and update both the City of Kenora's Official Plan and the Comprehensive Zoning By-law No. 160-2004.  FoTenn's approach will be to conduct the review of these documents concurrently, to ensure the overarching policies for land use designations are compatible with the provisions in the Zoning By-law. Of particular importance will be the Provincial policy directives for ensuring a sustainable Northern Ontario economy, as well as the role and participation of Aboriginal peoples in economic development opportunities and land stewardship in Northern Ontario.

The new  Zoning By-law will provide consistent zoning regulations throughout the City and has been designed in a format that facilitates ease of use for staff, Council and the public.  The   Zoning By-law will also implement the  Official Plan for the City which has also been revised, over the past year. 

City staff,  along with FoTenn Consulting,  has undertaken detailed reviews of  the current Zoning By-law(160-2004), including definitions, general provisions, permitted uses and zone standards, site specific exceptions new mapping and other policy related matters.

Public participation is a key component of preparing the new   Zoning By-law.  All citizens, community groups, businesses and landowners are encouraged to provide feedback on the draft Comprehensive Zoning By-law.  The public is invited to attend open house sessions on the draft Comprehensive Zoning By-law and meet with municipal representatives who will assist in explaining the draft by-law and answer questions.  There will be two sessions held on Tuesday, May 4th, 2010.  They will be held from 2:00 pm until 4:00 p.m., and from 7:00 p.m. until 9:00 p.m. Both sessions will be held in the Operations Centre Training Room at 60 Fourteenth Street North, 2nd Floor.  Comments from the public will be accepted until May 14, 2010.
